There is a lovely Khmer man who has been there for years serving huge and tasty 5000riel ($1.25) iced coffees. Go back to either fruit shake stall in the previous aisle for the best in Phnom Penh. Everyone who lives or has lived there will tell you the same. For experienced travelers who want a real taste of the city away from the disgusting confines of the Riverside and Street 51, stay here. You can catch a moto to those areas for $1.50, tuk tuk about $3. Partiers and nightlife hounds, see aforementioned areas and stay there. I used to live in Phnom Penh for years and this is the best option you will find for price and comfort.
